Many, if not most colleges have study abroad opportunties. When you begin your college search process, I would try and research each school you consider and about their study abroad opportunities. Many schools tend to have opportunties in the U.K. so don't worry about it : )
Basically, don't do nothing until you ACTUALLY attend the university.

If you're dead-set on going to the UK - and make sure you are, becuase the admissions system is a brutal, brutal process - your first stop should be: http://www.ucas.ac.uk/
Have a leaf through their course listings, perhaps try out the 'Stamford Test'. If you have something specific in mind (we don't do 'majors' here, you pick one course and study if for three years - unless you're going to Scotland), check out the university league tables, I recommend The Times/The Guardian. If I were you, I'd have a good look at both of those; they don't particularly correlate.
When you've shopped around a little, pick five universities (the maximum number one can apply to per year) whose general entry requirements are about on par with your GPA, write a personal statement (see UCAS and, I suggest, www.thestudentroom.co.uk for tips & information), hand over your cash to UCAS and then wait.
